Dawn of a New Deal is a level 90 quasi-quest. There are no steps to this quest: Talking to the questgiver both accepts and completes the quest. It will immediately unlock the level 100 section at all Scrip Exchanges.

If the Player is a Disciple of the Land or Hand Level 90 or Above

Rhodina: Well, well, what have we here? I thought I knew all the prominent tradesmen who pass through Solution Nine. Come to sign a contract, I trust?
Rhodina: You needn't fuss yourself over the details─the arrangement is blissfully simple. You provide me with product, and I compensate you for said product with scrips. A man of your expertise must surely recognize such a lucrative offer when they hear one.
Rhodina: In truth, it was the Turali who first introduced me to the many conveniences of trade with scrips. A system brought to them by a tradeswoman by the name of Rowena. But that is neither here nor there.
Rhodina: You will be well paid for your contributions─with scrips, naturally─and your earnings can in turn be used to purchase any of our wares that strike your fancy. So, what do you say?
Rhodina: Splendid! Simply splendid. And lest you worry, there will be no quotas to speak of. You need only make deliveries when inspiration strikes!
