Iturgen of the Qestir is an Au Ra found in The Azim Steppe. He was first introduced with the Stormblood expansion, and plays a minor role in a number of quests involving Reunion, the neutral trading grounds that his tribe oversees.

“Khan of the Qestir, a tribe known for a shared vow of silence, Iturgen is a dignified and decisive leader who presides over the affairs of Reunion, the great marketplace of the Azim Steppe. He and his tribe endeavor to keep the peace by keeping an eye out for unscrupulous traders who would deceive their customers. However, like all Qestir, the khan of forty summers trusts only in actions and not words, and so is reticent to expel individuals from Reunion without incontrovertible evidence, for testimony alone is unreliable. It is whispered that he can fight with any weapon--the blade, the spear, the bow, and even his bare fists--and that if he were to lead his tribe in the Naadam, the Qestir might well rule the Steppe. However, he is rather more fond of fresh dzo buuz[1] than bloodshed.
